If a player places a magic portal tile, on this turn he or she may deploy a follower to that tile or to a tile already in play. I was told I could not because it joined other walls of the city and was an end piece. This was a U shaped piece and no tiles where in the interior city.just walls. In Carcassonne, a player cannot reclaim a meeple that has been played to an incomplete city, road or cloister until that segment is successfully completed. Therefore, in the "usual" rules, you are allowed to place a follower on a completed feature. If, through the placement of the tile, roads, cities or cloisters are completed, they are now scored. Because you can (normally) only place a follower on the tile you just picked, the question of whether or not you are allowed to place a piece on a completed city only comes up here (and in certain expansions). The tile you just drew just has to match up with any other.
